Strangely enough the size it does not seem to affect the quality, I think it may be the transcoding to MPEG2 which is better for some files than others. For example, "The American Look" has almost no artifacts upon re-sizing, it looks just great, but "American Thrift" has loads of jagged edges for all diagonal details...

Has anyone had any luck with other resizing techniques that eliminate this effect?

In case anyone's the best result I've found for resizing, use Virtualdub, and be sure to select "precise bilinear" as the method, it seems to minimize the "blocky" look.
